Victory to get electronic billboards

Visitors to downtown Dallas can expect a major, high-tech change in the scenery later this year.

Developers behind Victory Park, the urban redevelopment project sprouting up near American Airlines Center, announced plans Wednesday to construct a group of large electronic billboards.
